tathāpi tac-chakti-visarga eṣāṁ
sukhāya duḥkhāya hitāhitāya
bandhāya mokṣāya ca mṛtyu-janmanoḥ
śarīriṇāṁ saṁsṛtaye ’vakalpate

 | Although the Supreme Lord is unattached to our happiness and distress according to karma, and although no one is His enemy or favorite, He creates pious and impious activities through the agency of His material potency. Thus for the continuation of the materialistic way of life He creates happiness and distress, good fortune and bad, bondage and liberation, birth and death. | | | Aunque está desapegado de nuestra felicidad y sufrimiento, que son resultado del karma, y aunque nadie es Su amigo ni Su favorito, el Señor Supremo crea actividades piadosas e impías por intermedio de Su potencia material. Así, para perpetuar el modo de vida materialista, Él crea felicidad y aflicción, buena fortuna y mala fortuna, cautiverio y liberación, nacimiento y muerte. | |
PURPORT — SIGNIFICADO
| | Although the Supreme Personality of Godhead is the ultimate doer of everything, in His original transcendental existence He is not responsible for the happiness and distress, or bondage and liberation, of the conditioned souls. These are due to the results of the fruitive activities of the living entities within this material world. By the order of a judge, one person is released from jail, and another is imprisoned, but the judge is not responsible, for the distress and happiness of these different people is due to their own activities. Although the government is ultimately the supreme authority, the justice is administered by the departments of the government, and the government is not responsible for the individual judgments. Therefore the government is equal to all the citizens. Similarly, the Supreme Lord is neutral to everyone, but for the maintenance of law and order His supreme government has various departments, which control the activities of the living entities. Another example given in this regard is that lilies open or close because of the sunshine, and thus the bumblebees enjoy or suffer, but the sunshine and the sun globe are not responsible for the happiness and distress of the bumblebees. | | | Aunque, en última instancia, la Suprema Personalidad de Dios es el hacedor de todo, en Su existencia trascendental original Él no es responsable de la felicidad, la aflicción, el cautiverio o la liberación de las almas condicionadas. Todo ello se debe a los resultados de las actividades fruitivas que las entidades vivientes realizan dentro del mundo material. Por orden del juez, a una persona se la deja salir de la cárcel, y a otra se la encierra en prisión; el juez, sin embargo, no es el responsable, pues la felicidad y el sufrimiento de esas personas se debe a sus propias actividades. Aunque el gobierno es, en última instancia, la autoridad suprema, los que administran la justicia son los distintos ministerios, y el gobierno no es responsable de cada sentencia individual. Por lo tanto, para el gobierno, todos los ciudadanos son iguales. De manera similar, el Señor Supremo es neutral con todos, pero, a fin de mantener la ley y el orden, Su gobierno supremo se divide en una serie de ministerios, que dirigen las actividades de las entidades vivientes. En relación con esto se da también el ejemplo de los nenúfares, que, al abrirse o cerrarse con los rayos del Sol, dan placer o sufrimiento a los abejorros. Sin embargo, los rayos del Sol y el propio Sol no son responsables de la felicidad y el sufrimiento de los abejorros. | | |
